Measure X was approved by the Coastal Commission in November 2019. It is a two year pilot program and restricts overnight parking by large vehicles. Phase 1 was implemented in April 2020 in downtown Bolinas. As a pilot program the Phase 1 ordinance was first only applied to one side of the street in the affected area. Phase 2 would apply the large vehicle parking restrictions on overnight parking to both sides of the street on Brighton, Wharf, Hill and Park. We expect that Phase 2 could begin this November.
Phase 1 and 2 would be in force until the completion of the pilot program period which ends November 2021, at which time the Coastal Commission could renew the ordinance, remove the ordinance or approve another one focusing on the problem.
As part of a County evaluation of Phase 1, BCCA was encouraged by Marin County Department of Public Works (DPW) staff to provide community input for Phase 1 evaluation of Measure X. BCCA submitted the report attached below to DPW summarizing feedback obtained from residents on the affected streets regarding the effectiveness of Measure X to date. In this report, BCCA recommended that the County proceed with the implementation of Phase 2.
While we have experienced some control of large vehicles and storage trailers on the regulated side of the street, we continue to see significant increases in street camping in modified vans, pickup trucks and small RVs that are not affected by the regulations as written. On a number of weekends (3-5 days) this summer and fall there have been over 50 overnight campers counted on our streets. This represents 48% of available parking and the remainder of the parking is gone by 7:30 am. This is an untenable situation for our community residents. While Measure X does not address the camping/parking issue in a comprehensive fashion it does restrict some large vehicles from occupying critical parking for extended periods of time. As an incremental step, it does have some value, but it does not address the problem directly – a ban on overnight parking would be more enforceable than the current limitation by vehicle size. BCCA continues to work towards a ban on overnight parking on highly impacted downtown streets which would force turnover of parking spaces every day and increase access for everyone trying to avail themselves of our town’s limited parking resources. Residents living on impacted streets would be exempt from this policy through the development of a neighborhood parking permit program that a number of BCCA members are working on with BCPUD, Supervisor Rodoni and the County. This permit program would also support the implementation of a no overnight parking policy on Brighton, Wharf, Hill and Park. We hope to present this proposal early next year.
