Bolinas Community Coastal Alliance is a group of Bolinas neighbors/residents/businesses sharing a common concern for the area surrounding Bolinas beaches and wetlands.
We have come together to solve problems through advocacy and action regarding traffic, parking, health, safety and environmental concerns and issues.
We are working to create a unified community voice for the benefit of residents and visitors alike.
The formation of the BCCA built on years of effort by the Bolinas community to manage the parking situation in Bolinas.
What Brought About the Formation of BCCA?
Looking back to the efforts started in 2003 when local residents began to put together a parking and traffic plan for downtown Bolinas which the community approved in an advisory vote in 2005. The County supported it but the California Coastal Commission [CCC} raised objections.
Efforts revived again in 2014 when the Bolinas Community Public Utility District [BCPUD] appointed a new committee for Downtown Parking and Traffic which went to work. In the Fall of 2015 a Bolinas parking and transit survey was conducted bythe BCPUD Parking Committee. Over 500 people responded to a survey between September and December of 2015. Respondents were roughly ½ residents, 85% who had lived in Bolinas for more than 5 years, 70% more lived in Bolinas for more than 10 years. Key outcomes:75% of residents supported the creation of a parking plan and 68% supported a satellite parking with shuttle on busy weekends. Of the 250+ visitors surveyed, 41% supported satellite parking if there was a shuttle
that could take them and their gear to their destination. Of the visitors who responded, 79% were dedicated repeat visitors who come more than 4 times per year. The vast majority of visitors brought surfboard and beachgear with them.
The Parking and Traffic committee in 2017 after much study, made formal recommendations for changes to the original plan and submitted a revised detailed plan in October to BCPUD. At that time the California Coastal Commilssion indicated it might approve a 3-year plan.
Also In November 2017 a separate BCPUD committee, the Vehicle Habitation Committee, submitted its plan to BCPUD.
By 2018 after numerous community meetings and meetings with the West Marin County Supervisor, Dennis Rodoni, Measure X and advisory measure regarding restricting overnight parking was passed by slightly over 52% of the Bolinas town voters. However shortly after its passage problems with the wording of Measure X became apparaent and implementation stalled. The BCCA (first called BBNA - Bolinas Bay Neighborhood Association) was born in the summer of 2019 in an effort to move the County and the community forward on Bolinas parking and traffic issues.
